It's very hard to get data like that here the way the American weather agencies present it. The biggest two daily rainfalls here that I am aware of both happened in June 2007: 71 mm / 2.8" on the 15th and then 63 mm / 2.5" on the 25th. I don't know which was the wettest month on record but mid-June to mid-July that year was extreme:

The first half of summer 2012 was really bad as well:

Haven't got any records at hand, but this region can get some decent downpours. 109 mm/4.5 inches in an hour (estimated to be 45 minutes) in March 2013, and 392 mm/16 inches (24 hours) in December 2011 - 674 mm/27 inches over 48 hours for the same station.

Some big totals up in the hills as well.

The largest rain event here was on the 8th August 2002, 70.5 mm (2.78 inches) fell that day and of those 70.5 mm, 62.4 mm (2.45 inches) fell within just one hour. That month was also unusually wet with 240 mm of rain in the whole month (that's more than three times of the longterm average).

Here is the hourly rain data for that day from our official weather station of the DWD
Quote:
701;2002080814; 1; 1; 2.2;-999;eor
701;2002080815; 1; 1; 62.4;-999;eor
701;2002080816; 1; 1; 4.9; 6;eor
701;2002080817; 1; 1; 1.0; 6;eor
Generally heavy rain events are rare here, the highest we will see in an average year will be 25-30 mm in a 24 hours period.

For the Chicago metro area the greatest rain event was 17inches/432mm in 24 hours

Quote:
The area's biggest rain occurred July 17-18, 1996 when training thunderstorms brought incredible rainfall totals along a corridor from north of Rockford to to Park Forest. Parts of Aurora received nearly 17" of rain in less than 24 hours, an Illinois record, in a flood that produced damage in excess of a half billion dollars.
