Cincy and Chicago would be my top picks. I like 4-season climates where I can spend a good deal of time being outside and comfortable.
I would actually prefer Yakutsk to Ulan Bator though. UB's summers are too unreliable because of the high elevation. Yakutsk summers are short but quite stable during the mid-June to early August period.
Cape Coral is given an unfair advantage in precipitation days on wikipedia because the Moderator cut: link removed, linking to competitor sites is not allowed includes trace days while the other weatherboxes use NOAA data which requires at least 0.01". Moreover, it is for Ft. Myers Airport so if anything CC could be a tad less. No doubt an impressively rainy summer climate, but not significantly better than the rest of the Florida peninsula.
That being said, although I love the wetter summers, SW Florida stays too warm during the rest of the year for my taste so I feel Tallahassee is preferable overall.
Very hard to choose.. none of them are ideal really.. Tallahassee average lows of 4C in winter at 30N? Ridiculously low.. no thanks!
