Merced has slightly colder record lows, similar record highs. San Francisco is at the same latitude as both but is obviously much colder except in the winter and has milder record lows.

Yes, but you are comparing west coast climates with east coast climates.
Draw a line on a map from Lisbon thru Turkey. Only a tiny portion of Europe is on the latitude of Washington DC. The US at 39N has a huge amount of territory. Europe is much higher overall in latitude. The thing is when you compare places at 39N, they are mostly Med climates and are coastal and sticking out on penisulas in Europe like Spain, Italy and Greece. The vast majority of Europe is much colder than the Med. When you go to Turkey, which has more inland territory, you can't really compare cause the elevations are so high. However, if you compare cities in Turkey with comparable elevation cities in the US like Erzikan, Turkey vs Goodland, KS the difference shrinks to nothing. In fact Denver is warmer than places in Turkey that are lower in elevation. Goodland is actually warmer in winter and summer than Erzikan, but cooler in Spring and Autumn. The means are virtually the same for 1961-2012. Another thing is that I wonder where all the Euro averages are taken. If they are taken in crowded UHI areas, then the differences will also be skewed.
When you compare Larissa Greece with DC, the annual mean diff is 1.4C for 1961-90 averages. I would hardly call that "extremely" warmer. More like barely warmer on the annual mean, though of course winters are warmer with all that water around Greece. Interesting that the record low is colder in Larissa. No wonder there doesn't seem to be palm trees around. You can find the isolated palm tree in the middle of the UHI in protected gardens, but not much else. I'm sure any unprotected ones were killed in January 2012 with 4 straight ice days, one of which didn't go above 27.5F, and three nights down in the middle teens.
