Fargo for me has a much nicer balance between the 4 seasons than Sept-Iles which is frigid to lukewarm year-round. While I generally like snowy/wet climates, Fargo is moist enough without compromising on reasonably high sunshine hours and some decent heat during the summer.
Certainly Fargo. Perhaps in case of mild, west- european Cfb-type winters weak summers of Sept-ÃŽles could be somehow acceptable but it seems to have overall a bad combination- the long winter is not compensated with a sufficient summer. The Quebecian city also has too much precipitation although sunshine hours are not bad.
