Tel Aviv would have warmer SSTs. Though for a surfer it would probably not have the biggest waves indeed.

As for me, Tel Aviv: much wetter and more seasonality.

Tel Aviv has beaches-it's on the Mediterranean. Also, the waters of the Mediterranean are warmer because it's shallower.
