There warmest summer month on record for Seattle was in August 1967, and they had a Mean of 71.8F/22.1C. Fails miserably as a proper summer month in my book. Even London beats them. Heathrow had a Mean of 22.5C in July 2006. Though Seattle had an average max of 28.7C in August 1967, beating London's 28.3C in July 2006, so I would assume, London's UHI is much greater than Seattle's which is why the minimum is higher.

Chicago/MDW's coolest July Mean on record (since 1928) is 70.6F/21.4C in 1967. Warmest is 82.6F/28.1C. Average is 75.8F/24.3C, and that's still not quite warm enough for my tastes.

Central London had a mean of 22.9c in July 2006. Heathrow isn't in the UHI, though it averages higher minima than Seattle throughout the summer anyway.

22.9C is impressive. I can't find a August higher than 19.1C for here.

19.1c would be average or slightly below average for Central London in August; Heathrow averages 18.5c in that month.

It looks like it is in an urban heat island

London is a huge sprawling metropolis much larger than Seattle I would think.

because it's cloudier. Clouds keep it warmer at night.

The type of weather systems can also be a factor. Average summer maximums in my town are the same as Seattle, and the average minimum is 1.4C cooler, despite being cloudier over the summer (60% vs 62%), and nearly four times the rainfall.

I suspect London doesn't get the polar blasts during the summer, that can frequently drop temperatures to 5C or lower, skewing the average.
