The best guess is that more than 73% of people in the USA will never experience a temperature lower than -20.
I think only less than 0.04% of people in USA will experience temperatures below -50.
People do travel though. I have experienced 0°F only 2 hrs away from Nice which almost never goes below 30°F.
I experienced near 0 F conditions in Boone NC this past January when going skiing. It was one of their coldest nights of the entire season. I couldn't go outside for more than 30 seconds until about 11 AM when the temp hit 20 F, and I had about 5 layers on. It's the coldest weather that a southerner like myself had ever seen, and it's one of the reasons I refuse to live in a place like Michigan, Maine, or Minnesota.
This winter we only dropped to 9*F twice, although I only got to experience 14. The south isn't likely to hit below 20*F, and the record in my city is -6*F. The upper south can though, as well as the Appalachia (I.E. G8RCAT from Kentucky)
Almost got the first one this winter with a minimum of -18F. Although by the time I went outside to actually "experience" it was up to -7.
Sorry to break it to you G8RCAT but Lexington will never ever ever see temperatures colder than -29F and definitely not colder than -39F at any point ever. You will never feel temperaturees colder than -35F ever
Most americans have never felt temperatures colder than -18F and that's a fact.
