An hour later the first guy said again "yeah, the fish aren't here at all, let's go home".

Okay, so card present. IMO, makes it much less likely it was this 7-11 guy. Data breach is more likely. Gas stations are high risk because of skimming devices criminals often put at the point of sale terminals. If you use it for gas, I'd say there's a good likelihood this is how the # was taken, at some unknown point in the past.
