I think Wisconsin is a great match. I would suggest Minneapolis, but I'm not mistaken I think Minneapolis is rather expensive.

OP wants scenery, things to do (hiking/skiing)....New England


Burlington, Vermont is your best bet, exactly the climate you're looking for,
more scenic than most places (Green Mountains), fantastic hiking and skiing.
Added bonus, Montreal is less than 2 hrs away and Boston a bit more, even NYC not too far away.


I like New Hampshire, again very scenic (White Mountains, hiking is very good, just ask nei)
Unfortunately no city as close to the mountains as Burlington,
I like North Conway, Laconia, and Keene are nice too.

Also New York state is pretty good too...Adirondack Mountains (or even the Catskills)


Lake Placid, Saranac Lake, Plattsburgh, Glens Falls, etc...


Plattsburgh is closest "city" to Montreal,
only takes just over 1 hr by car (depending on lineup at the border).
