Isn't English compulsory as a second language in school in Québec though? If not that's pretty crazy, even with the federalism!
Yes, it's mandatory every year of elementary and high school in Quebec. Some kids are good at it, and some are not so good. Some people learn a bit in school and then like second languages sometimes do for other people around the world, it lapses if they don't use it much. Depending on the job you do here, you don't really need to use English that much in everyday life. All of this exists on the North American continent, in a majority English-speaking country, in some cases in cities and towns less than an hour from the border with the mighty United States of America.

This is certainly true for some people who report they speak "French" only.
On the other hand, in my experience there is also a large number of people who *overestimate* how bilingual they are, so this nullifies a large part of the first group as well.
