I think plants, especially those with roots in the ground, would vote for Miami. Most tropicals would need to be watered though, in San Diego or Honolulu but maybe not Miami.
That doesn't make it rainy. It averages 17 inches of rain. I doubt it rained all day every day. It's impossible.

But it did. It rained every single day. I would wake up to foggy overcast skies, and then in the afternoon it would rain. The sun never shone, not once the whole time I was there. This was in May 1996.
You're gonna base an entire climate based on what happened for the week you were there? Come on, some common sense never hurt anybody.
