Both of them look interesting in the sense of how similar they are.

Rateče has a better snow potential, but it's maybe too wet for me overall.
I'll choose Sjenica for not being so wet in the summer and autumn and for marginally more sun.

In Karajukića Bunari is officially recorded the lowest temperature in Serbia of -39.5c in January 1985. Sjenica, Karajukića Bunari and Kopaonik and only official stations in Serbia which had frost in all months.
Village Kosanica near Pljevlja in northern Montenegro is colder than Karajukića Bunari (elevation is similar), but unfortunately weather station in Kosanica is recent. Kosanica most likely have 7 months with average low below 0c (from October to April).

Sjenica but not by much. During months where it gets below average precipitation, that will result in rather dry conditions, although if it can stay at the average then that would be alright. For these sorts of temperatures, I would generally prefer around 90-100mm during the summer months. Something like this seems to be ideal for vegetables, lawns, etc at the mid latitudes.

May: 90mm
June: 100mm
July: 110mm
August: 90mm
September: 70mm

Pay attention to the data tables... Ratece takes humidity readings at 14:00 (2pm), while Sjenica takes the daily average. Do you ever read anything? Like, at all?

P. S. 'daily average' humidity should be banned from use at all met agencies- completely useless. Humidity readings should only ever represent a certain time of day e.g. 9am, 3pm but NEVER a so-called 'average' between morning and afternoon readings. Morning humidity readings are next to useless already.
