1. Dubrovnik by a mile.
2. Sarande for warmer winters.
3. Zadar by light years
4. Rostov na Donu for being a bit warmer and sunnier
5. Kiev. Warmer and sunnier.
6. Minsk for warmer winters.
7. Saint Petersburg

Yep, so I was right about choosing Eastern Europe.

I went with eastern Europe because I'm including the European portion of Turkey which has a nice climate. Bulgaria also not bad.

Eastern Europe has very limited area of warm waters and subtropical climates outside of Greece. And no turkey is in Asia and is not part of this or we include the Caribbean.

No Cairo is in Egypt. Why are you Europeans constantly ignoring the far warmer climates in the southern US and only looking at the colder northern states.

The Eastern half of Europe has some real stinkers, but it also has some great climates like Greece and Istanbul, as well as the entire Black Sea region.
