Hmmm for me a true summer is when the daily mean temperature is >18 C.

That one can be a little problematic. Some plants will have their peak growth during the summer months, while others will see spring or autumn as the time of most growth

No >18C means here, with the highest at 17.6C. Swedes I've asked, seem to think here has the more summery weather though.

And a daily mean temperature of 17,6 C at a summer month seems summer to me too. Like May in my city. Really warm most of the days.

My immediate response question is....why on earth does this matter? Its much too subjective. Pick a place based on the temperature range. Then, bloom where you're planted.
