26" of precip but an abysmal 483 sun hours... is this the cloudiest station on Earth?

It's the cloudiest station that I know of. However I'd say Lima is still more impressive because cold places can generally expect lower precipitation and because Lima is very dry.
Coastal Namibia (Southwest Africa); Coast of northern Chile (Atacama Desert) is what you're looking for.
Both places, right on the coast; <<3" of precip (mostly dew) per yr, and cloudy/foggy most days of the year. 10 miles inland, still rainless, but it gets sunny.
Coastal Chile - northern - is not that cloudy. Arica averages 2405 hours, Iquique 2878 and Antofagasta 3081. Lima is a different story.

Lima is still the winner so far as the Namibian coast is actually fairly sunny. It's known for a morning fog (rather than persistent cloud) that usually burns off quite rapidly as the day warms up. Walvis Bay has more than twice as many sunshine hours as Lima (2646 hours in Walvis Bay, 1230 in Lima).
The Namibian coast is probably the closest thing to Lima's climate outside that coast of Peru, but it's not as odd as it is both sunnier and further from the equator. One thing Walvis Bay does beat Lima on for oddness is that despite being more than ten degrees further from the equator, the Namibian city shows less of a difference between mean temperature of the warmest and coldest month at 4.7 C (Lima 6.5 C).
Some place that receives a very low levels of precipitation but lots of cloud cover
Regions to consider would be the Aleutian Islands though too rainy,
Canada: Northern Manitoba/Northwest Territories, though sun shines too often
North Atlantic (rains too much)
Ireland (rains too much)
San Francisco Bay Alcatraz (May be a winner)
Nova Scotia .
By reputation, Seattle WA but of course it does actually rain here . Roughly 7 months per year there is some sort of overcast and the days can be short to the northern latitudes, greatly increasing the gloom.
Nova Scotia? Nova Scotia is wetter than most of Canada and sunnier than many places in northern Europe.
