Isn't this a subarctic climate, because there are only three months above 10ºC (50ºF)

Where are summers??? This city only has 3 seasons, and winters are quite long despite they are still bearable. The record low is -13F, ok not too bad, but the record high is only 86F? Well, that means "summers" are very chilly.

It is due to altitude of 1710 m.

Record lows in January, February and December in Kopaonik are mild for average means in that months.
Many places in Serbia at a quite lower altitude which have warmer winters on average, have lower record lows in January, February and December than Kopaonik: like Sjenica (https://en.wikipedia.org/wiki/Sjenic...hy_and_climate), Požega (https://en.wikipedia.org/wiki/Požega,_Serbia#Climate) etc.

I personally think the subarctic classification of Koppen is flawed. I would say this is an alpine-continental climate.

Kopaonik (1710 m) has same average annual temperature as Kajmakčalan (2090 m) https://en.wikipedia.org/wiki/Kajmakčalan#Climate

Kajmakčalan is higher, but Kopaonik is located more northern.

For the 1991-2020 period average number of days with frost in Kopaonik is 162.4, number of days with snow cover is 151.9, number of days with hail is 3, and number of tropical days (with high 30c+) is 0.
