yes and no. These PNW/Canadian climates are more firmly oceanic and have a clear wet winter / dry summer divide which is less pronounced in Europe once you step out of the actual westernmost parts. I think mostly of german, austrian or hungarian climates, but then again this is not really western Europe anymore. Eastern France is like that to a degree, the summers are certainly wetter than the winters due to more thunderstorms.
I think also that a lot of Europe has very variable summers, so the descriptions made above certainly apply (cool weather in the summer) but you also get more frequent heatwaves than before.
The main clear difference with appalachian climates is that the later are generally quite a bit sunnier and wetter due to location and altitude.
