Don't know if this is a weather post or a gardening post. If the actual temperature, is say, 38 degrees, and the 'real feel' is 32, should I worry about my plants getting a hit of frost, like I would if the actual temperature were 32? thanks..

No. A windchill of 0C when it's 3C actually means your plants will not get frost, because the pooling of cold air that can cause ground frost on plants at up to 2-3C is actually eliminated when it's windy!
Your plants ought to be just fine if they can survive 3C.
