Isn't that southern Afghanistan though? I know Kabul is much colder, it has an average January temp of about -2 or -3 from memory, which is like Boston. Add to the fact the Afghanis have no insulation, central heating and thinner clothing...
Suppose you're right. Kabul (1800m asl) has an average January high of 5C and low of -7C, and presumably a fair bit of snow.

I was surprised to see that this place has a record low as cold as -33.3C considering its averages. The record high is 36.5C.
I first thought it would be in the French-German border area where the boundary has moved and a town or two have "changed hands". But Aachen (Aix-la-Chapelle) is now German... maybe it's in the German-Polish boundary zone?

Imagine what Boston was like 300 years ago. I was in a New England farmhouse from around 1750 last October. No central heat. Brr.
