I think it depends upon the type of person you are and the type of people you want to meet. I recommend being friendly and talking to everyone you meet -- neighbors, people at work etc. There is also meetup.com with lots of groups that meet. Some of the meetups are larger or more active than others.

If you are no longer in school, do not have many local friends, and do not work at a big office, it can be hard to make friends out there.

That is true anywhere you live. I always found it easy to meet people in FL. You just gotta put yourself OUT THERE. Like a previous poster said, smile and talk to everyone - if you live in a place with a community pool, go to the pool. Go walking around in downtown Delray, go to the beach, go to the bars near or on the beach, like Deerfield Beach - people are REALLY friendly there. Good luck to you - you WILL meet people.
