I can almost guarantee none of Morgantown's Swiss cheese roads will be on the list, or in the initial wave.
You got that right. In this state, logic never dictates actions and the area with (easily) the greatest demonstrated need for infrastructure will get attention last while billions are dumped into one economic black hole after another. Look for the $60 million expressway to an abandoned strip pit 20 miles from the nearest civilization, to be built in Lincoln County to be near the top of the list. Some politically connected mine operator needs a government bailout from the responsibility to reclaim the land he butchered.
Figured I'd start using this thread as a general topic for West Virginia roads. It looks like other areas are in fact suffering from labor shortages in the DOH. Here are some specific numbers for Cabell and Wayne Counties:

The county supervisors also included lists of needed employees and equipment. Cabell County is down 22 laborers and operators and needs six new types of equipment, including a mini excavator. Wayne County needs two crew leaders and six laborers, while also requesting 12 new pieces of equipment, like mowers and rollers.
Eplin said the entire district is down from the quota of employees.
"The manpower and the equipment needs go hand in hand," he said. "We have the ability and we are working on getting additional funding, but through the years we are down on equipment. We are looking to get back to proper numbers to adequately address the maintenance needs."
It doesn't matter how many projects are in need if you don't have the manpower and equipment to complete them.
The pay isn't all that great to be a DOH employee and with the continued attacks on the benefits offered, like rising health care costs, lower retirement contributions/options, etc., it should be no surprise that the DOH has been having difficulty finding workers. This has been going on for a number of years but no one wanted to address the problem. Especially in Charleston in the Legislature and Governor's mansion.
