David... I disagree with you. While the more prosperous areas are getting expensive, it is possible to live relatively near them quite reasonably. Living in Fairmont and working in Morgantown is not much of a stretch. And, having lived in NY (where she is living) I know that any place in WV will seem like tax haven to her. You have no idea what real property taxes look like until you have lived in NY.

Petersburg does not fit the criteria that you described. I live at Harpers Ferry and own a farm outside Petersburg. It takes me 2 hours travel time. That just puts you at the WV/MD/Va border. There is not a whole lot going one in Petersburg either. Too much politics. Except the scenery is gorgeous.
You could probably get the low housing cost here that you require. But jobs are scarce unless you want to travel to the chicken plant in Moorefield. Some people do travel to Winchester, Va for work but that's over an hour away over mountainous roads. If you're not used to them in the winter, you might want to reconsider.

Living at the eastern Panhandle seems to be more what you want except for the houseing price. You're going to have to go up in price to find what you want.

This is a quick reply with meanderings about my home area. So, you might consider the Tri-communities of Lewisburg/Ronceverte/White Sulphur Springs, WV.(Official Lewisburg city site | history )...Home schooling (West Virginia Homeschooling Laws - A to Z Home's Cool ) will probably be OK, but I'd rather have my children in a public school where they have the benefit of socializing and learning socializing with other folks. This cummunity is Greenbrier County....thirty miles to Covington, VA......located on WV Interstate I-64, Exit 169 (I-64 runs through Lewisburg/White Sulphur Springs) is Lewisburg where you'll find a quiet, "educated", town of small shops that you can wander around shopping for hours. A super "Wsl-Mart" and fine hotels are located at this intersecton and this whole area has many beautiful farms with their rolling grasslands and cultivation. There is also a Community College ( Greenbrier Comm College Center Libr - Bing Local ) and a school for Osteopathic Medicine (West Virginia Schl-Osteopathic - Bing Local in Lewisburg, WV.

Greenbrier County has two High Schools, with great football teams and bands....known as Greenbrier East ( ahttp://www.education.com/schoolfinder/us/west-virginia/lewisburg/greenbrier-east-high-school/ ) and Greenbrier West. White Sulphur Springs is home of the world famous "The Greenbrier" ( The Greenbrier | Defining Luxury Since 1778. (http://www.greenbrier.com/site/ - broken link) ) hotel and which is nestled among the foothills of WV, with four golf courses, one constructed on the area of an abandoned airport, from the ground up...the runway's concrete being removed and the whole golf course "hauled-in"! Lewisburg is fifty miles East of Beckley and a hundred miles East of Charleston. I-64 intersects with I-77 on the West (50 mi.) and I-81 (70 mi.) on the East. You can take a days trip to Roanoke, VA (90 mi.) or Charleston, WV (110 mi.). In South Charleston, they have a "Greyhound" dog racing track and "Gambling Casino" with a great resturant. In Ronceverte, an old "railroad town" with it's "Coaling Tower" for steam engines still standing, is where the Greenbrier River passes through. You can make leisurely float trips for smallmouth bass-fishing down this river or travel down the river to Hinton where you'll find the "Bluestone Dam" and a fishing pier.

Lewisburg has an all-weather airport, so flights can be made to other areas of the country pretty readily. Between Lewisburg and Ronceverte is a small area known as "Fairlea" where each year during the month of August they have a "giant" state fair. North of Beckley on state route 19 is the location of the famous "New River Gorge" bridge, where during the first week of October they close one lane of the bridge and hold "Bridge Day"......allowing parachutists from all over the world to come and jump from the bridge. Pull up Bridge Day 2009 - BASE Jumping Registration & Event Information or Skydiving at the New River Gorge Bridge! on your computer and look at some of the wild videos from privious "Bridge Days".

You got that right. With the people in this state hand's out going give me-give me- give me. The hard working man/woman has to pay for it. Remember that the next time you see the person in front of you in the cashier line at
wal*mart with their WIC card purchasing cigarettes and toilet paper. Oh yeah don't forget the beer!

Nobody has mentioned Romney. Slightly to the west of Winchester, VA. Winchester has the medical center and all the shopping it sounds like the OP desires. I've not looked at housing prices in that area - are they in line with Jefferson and Berkeley counties or lower? It's a long commute, but coming in along Rt 66 seems like it would offer some construction opportunities.

Just a thought .....
