I've been going to the Oktoberfest at Bear Mtn for a couple of years. It runs every weekend in October, so you should have no problem going there during your visit. There is live music, German food and of course, plenty of German beer! There are also crafts vendors selling things, and all of this is located near Hessian Lake. It's a great way to spend a Fall afternoon. There is a parking fee at the lot near the Bear Mountain Inn. BTW, when I was there last year, the gift shop on the ground floor of the Inn had been reopened, so you can pick up Bear Mtn souvenirs if you like.
I've also been to the Oktoberfest in Putnam Valley, and yes, it is run by and held at the German-American club. Also worth attending, though not as big as the one at Bear Mtn. There is also a charge for parking at this festival.
I love West Point. Haven't been to a game at Michie Stadium in quite a while. Enjoy! Go Black Knights!
