Putnam County (Carmel: condo, live, shop)

I have never been to Putnam county, up near Carmel. Is it a very rural area up that way? What are your thoughts on the area?

My mom lives in Carmel. It reminds me more of central Jersey than Westchester. Lots of strip malls, ect. so although less populated than Westchester there are still plenty of stores and shopping. She likes it and accessibility to nature, parks. She lives in a condo community.

Putnam cannot be considered rural, though it used to be so in the past. But you need to be more specific with your question.
