Are there any such properties that are at least walking distance to bus stops (preferably of buses going to MNR stations) should some of the occupants not have driving licenses?

In my own neighborhood? Yes, some are walking distance to the bus route that runs to the Croton-Harmon station (as long as you're cool with walking on the side of the road). It's not a location I'd recommend for someone who wants to be in walking distance to amenities, since those are all a few miles away. (I consider it extremely walkable since the roads are gorgeous and perfect for strolling on and there are a number of hiking trails in easy walking distance--but it's not what most mean by "walkable"). As a city boy, I adore living in a car-enabled area, but you do need to drive to get to stores.

With the housing market slump you can get a nice house at a lower price than $900k, in Westchester. It's the PROPERTY TAXES that is going to kill your dream house. Are you prepared to pay $10K/$15 in taxes? for which you get a cadre of meddlesome bureaucrats who tell you what you can and cannot do with your home, a very expesnive PD who will come after the damage to take a report and on top of all that YOU still have to pay for water, sewer and garbage. That about sums up Westchester.

Whitestone queens is family oriented and gorgeous BUT houses carry high price with lower taxes(go figure)

Are you kidding? People would RUN to buy a house with 10/15k taxes. The snootier neighbs, 20-25k is the norm.

The school choices, traffic, lack of space and car insurance costs aren't for everyone there.

There are some excellent neighborhoods and very good schools in Queens.
But, economically, you can't forget the 4% NYC income tax you pay if you live in Queens which you don't pay in Westchester. That has to be added on to the Queens property tax to make the comparison. It may make Westchester seem a bargain if you are in the higher income levels. 4% of a 500K salary is already $20k just in extra income taxes.

And if you think NYC is more efficient at spending your tax money on services than most localities - thats a whole other thread! Half that tax bill or so you are quoting is school taxes - and you are generally getting your money's worth for that portion in Westchester. There are exceptions of course.
