For northernmost Westchester, the other option given of Bradley Airport near Hartford could work I guess too:

Norwegian Air CEO Wants To Offer $69 Tickets To Europe By Flying Out Of Cheaper Airports

While it is only to Edinburgh and a small airport in Norway, I believe the ultra-cheap Ryan Air flies out of Edinburgh for possible connections.

i'd go to norway for $69. i don't see this happening though.

Westchester seems a bit small to add customs. Although I'd love something that cheap to Edinburgh... one of my favorite cities. Haggis!

I read somewhere else the catch is they'd avoid that by only flying TO Europe (you'd have to find an alternate way back) and with all other flights to Westchester coming from within the US, Customs for connecting flights wouldn't be an issue. Though I imagine it would be pretty expensive for them to fly and empty plane back.
