Does anyone know if it's legal in New York/Westchester/White Plains to remove asbestos from pipes yourself? Aside from the dangers of not properly protecting yourself with the proper ventilation, etc., is it legal to do? Where would one legally dispose it?
Alternatively, can anyone recommend a good company that will do it?

I recently went through this. It is absolutely NOT legal to do it yourself. If it is later discovered that you did so you may subject yourself to a much more onerous remediation process. the material is hazardous waste and must be disposed of by a licensed contractor in a very specific way. How much asbestos are you talking about?
This is a family member's house which was built in the 20's and probably has about 20-25 feet of asbestos covered pipes. Some things I read online suggest that in NY State, it is actually NOT illegal to remove yourself, as long as you follow certain guidelines - but I wasn't sure if the county or city had stricter laws (I would not be surprised if they did).
I am trying to convince this person that they should hire a professional, but wanted to understand the law, in case they decide to do themselves. I'm also trying to figure out, if it is illegal, and they do it anyway, what possible repercussions there could be down the line (other than health affects). Could it become an issue when they sell their house one day?

1. My research indicated that it is illegal to do it yourself. That doesn't mean that people don't do it.
2. Don't go there. It's not worth it. You'll likely be forced to engage professional remediators to sort it out. And you'll have to worry about illegal disposal of hazardous waste, which you'll have necessarily done since you're not licensed to dispose of it properly.
3. This is a huge red flag for buyers and inspectors are looking for it. If an inspector finds it then the buyer will almost certainly expect it to be properly remediated and that you have the documentation to prove it.
If memory serves over 20 ft of asbestos is considered a major environmental problem in NYS and requires much more stringent remediation procedures - like putting a tent over your house. If you wanted to take a big chance then remove most of it yourself and dispose illegally. Entomb it in cement and bury it in a pit. Then call a remediator to get rid of the rest. Then you'll have the paperwork without becoming a industrial scale project. I don't recommend following this approach, which is most certainly illegal and could possibly land you in prison.
