Are environmental jobs the way to go for people with city/urban planning degrees?

My home is in San Luis Obispo County where I hear I could get a job in the environmental field. In three years, I will have my bachelor's degree from Cal Poly Pomona.

I heard transportation planning is even bigger right now than environmental planning. Either way both are good, especially in Cali.

My brother has a degree in environmental engineering with decades of experience in commercial construction. He's been out of work for almost 2 years.
