What's really needed is a complete overhaul of the system which allows those who abuse it to continue to do so and take it to the max. I don't know how this might be done given the sheer numbers of the unemployed but it seems right now that it's more an honor system than anything else - and we can all see how that works out. It's really pretty sickening.

Not when they aren't even willing to interview for suitable employment.
People who are unemployed should be required to take any position within their field that pays at least 65% of their previous salary. They should also be required to apply for at least 20 jobs a week, with proof that they applied.
And those who don't comply with those rules should have their benefits cut off.
