Most companies have a list that mentions who is eligible for rehire; usually those who were fired for cause are ineligible for rehire so it is a moot point for most people who were fired. For the OP, I don't know why you would want to work for someone who gave you no support and blatantly lied to you about the job.
What other reason is there to fire someone? I've never heard of being eligible for rehire after you've been fired. Laid off, yes. Quit/resigned, yes. Fired, no.
When you are fired due to not living up to expectations, but the employer misrepresented the job position and not offering the kind of assistance they promised to help you to get up to speed to do the job, would you go back to your employer and negotiate and try to ask for the job back?
No, I would not try to go back to an old employer in your situation. I think you need to seek work elsewhere and put this behind you. It is not even worth trying by a long shot.

I was once fired for being "too expensive". I renegotiated and kept my job. I knew that I was overpaid, but rode it out. Win some, win some!

Some people are fired for being a poor fit for the job. That isn't their fault but the fault of the hiring manager for making that hire and these people are usually eligible for rehire since they may perform well in other positions.
Not really a stretch; I was canned by a dirtbag and after he was fired his boss called to see if I would consider coming back.
I'm not into revolving doors.
