Wyoming just passed a law that says the employer is not legally responsible to pay you your accrued vacation time when you quit or they fire you. I didn't even know this was being considered by the legislature much less passed. Is this becoming a presence in more and more states? I thought Federal law said you got paid for this. How is this?

There's no federal law that mandates vacation pay so it's up to each state to define how this "agreement" between the employer and employee should be enforced.

For example, in my state of CA, there's no requirement that vacations are paid by the employer. However, if the employer offers that as a benefit then they have to pay any accrued vacation time upon employee termination.

My experience has been that employers will pay accrued, unused vacation when they terminate an employee, but if the employee leaves voluntarily they are SOL. YMMV.

A while back, my employer required us to sign a form saying we forfeit our accrued PTO if we give less than 30 day notice to leave.

That pretty much means you can kiss your vacation goodbye if you decide to get a new job. Not a lot of employers will wait a month for a new hire to start.

And that is pretty much what happens when a company puts such a stupid rule in place like that. All you do is give incentive for people to use all their vacation before giving notice.
