A job as a project manager? Not likely.

Getting into an Architecture school to get a degree? Not likely. Talk to admissions at the schools you are interesting in.
Urban planning degree? No likely. Same as above.

Construction Management degree? Maybe. You need to talk to people in the field.

I meant to do construction management do I have to go all the way to a masters or can I just complete a certificate in it? The local university offers it and its eight courses.

Probably varies by location. If you are planning to settle down in Texas, it's best you ask your FIL to put you in touch with some project managers he works with, and ask them.
