That is not necessarily true. Let me give you an example. My father is a doctor. He had an opening for a bookkeeper for his office. He interviewed 4 candidates. 1 he didn't like, 1 was ok, and 2 he really liked. He could only hire one though. One of those candidates followed up about a week after the interview, and reiterated she was still very interested. The other did not. He went with the one that followed up and showed interest. The one that did that little extra.
There is always an exception and your anecdote proves that. Hiring managers here are telling you something else but you don't want to hear it.
I followed up on the second job I interviewed for yesterday. Instead of contacting the CFO, I called the HR manager. She wasn't sure about the status of the job and said she'd email the CFO. A few hours later the CFO emailed me, saying, "Thanks for following up with HR. We have our last first round interview on Monday. You are still in the running. Check in on Tuesday and we should have more information about next steps."
