Lets say that you work for a property management company on a large apartment complex. If they give you a reduced rent or free apartment as part of the job, is the apartment considered income? If so is that income taxable? If it is a fringe benefit can it be considered part of your income?

It depends, but generally, if you are not paying for it or getting money for it, it's not income.
