She is doing her work as she talks but her calls bounce to me a lot of the time. I always hear her quietly talking on personal calls on her desk phone. 1 to 3 hours sometimes. I don't know how she gets away with it?

Every office has people like that. They do little, if any, real work. Unless it's part of your job to supervise this person, just ignore her and do your job.
My company allows for 5 minutes of personal calls every 2 years of seniority. So if you have worked for my company for 10 years you get 50 minutes of personal call time allocated to your day. Silly answer to your silly question.
Of course this isn't acceptable in any workplace, especially depending on the type of personal calls she takes. A short call for your kids here or there should be allowed but not just chi-chatting with her parents about their plans for the upcoming holiday.
How do you ignore it when you have to do some of her work because of it though?
Well, you could always tell your boss about it, but that might not be a good idea, depending. When you get her calls, can't you just tell the person calling to call back later after your co-worker stops blabbing on the phone?
I can't tattle. I just don't have it in me to do that. When we get others calls though we are supposed to help them. One coworker thinks they know but won't do anything because she is a minority. I don't think that is the case though. I think we are all treated equally here.
