There is a huge grey area in my opinion. It depends on the type of industry and even company. Like you mentioned, it's normal to require mechanics to have their own tools. Yet, working in IT, everything is provided to you. This includes, cell phones, laptops, even allowing you to expense your cell phone plan if you are expected to be on call (and using your own device). No, you're not required to bring your own spatula as a line cook. But as a sushi chef, you're likely going to be bringing your own knives.
Specifically on the gloves. I think if the company is requiring you to use gloves when working on a car, then they should supply it. However, if it's something YOU prefer to have, then you probably should foot it yourself.

Your analogies don't hold up because you are comparing optional vs. mandatory. You can't be a waiter if the restaurant does not supply plates and eating utensils. You can be a mechanic without gloves.
Same here. The only dealership in my area that has "climate controlled facilities" (an A/C'd shop) is the local Kia dealer, and that's only because they purchased a former department store that already had A/C.
Have been a few shops where the floor was freshly painted and clean, but that's the exception, not the norm.

You guys obviously haven't been to a Penske dealership in Scottsdale.
Below is a photo of the motorsport museum in the facility. Which is next to the cafe. Just outside of that is their test track for Land Rover.
With digs like this it's difficult to woo guys with 85k a year to work at an independent shop. And we aren't even open on weekends.
