Supervisors actually like it when you go over their heads. They see it as a good old-fashion challenge to improve their skills and an opportunity to learn something new from their boss.

Oh stop it. I'll happily go over a supervisor's head if they refuse to fix an issue, and I dare them to get upset about it. Fire me.
I assume it's not a Fed. agency because it it was, man you have "tenure," which means you're good forever barring insubordination or anything illegal.
???? Tenure? Dream on. Getting rid of a non-producing worker who hasn't been insubordinate or hasn't been caught doing anything illegal might be more difficult, but it can be done as long as the rules are followed. They can rack up some unsatisfactory performance reviews that trigger PIPs, their duties could be re-assigned or eliminated and they end up being superfluous....

Time in service is supposed to mean something. Unfortunately, some agencies don't follow the rules.
Of course time in service means something. You might earn a higher salary. You may be eligible for higher level positions. You may be eligible to manage others. It does not (and should not) mean a free ride at the taxpayer's expense. A long term employee can be just as unable or unwilling to carry out their responsibilities as a new employee can.
It means you get due process...is what I was getting at. Which is why people think it's "impossible" to fire federal employees. They get due process. Or at least they're supposed to.
I am so thankful that I am my own boss. This kinda stuff would drive me crazy.
You know, I wish this place had a separate forum for the self-employed and small business owners. With so many disgruntled workers, I think it'd be helpful for all. Less complaining; more strategizing.
I agree your future looks bleak here. Is this the feds? State? What level government?

-Can you transfer to another area/department?
-DO NOT GO TO HR NO MATTER WHAT. You won't win. You will lose. No upside going this route. HR is not your friend; they are management's friend.
-Sign your evaluation. Rebut with facts and not emotion-and not the 10 page diatribe you constructed.

I double dare you. Don't stop just with going over your supervisor's head, go over their boss too. If that isn't enough, go to the customers, report it to the media. Then you will have finally gotten what you so richly deserve.
