What is the best way to go about doing this? (cover letters, interview)

Right now, I am living in Illinois. I plan to go back to Pennsylvania. (Where I'm from) I am planning to visit there in June for a week. I'd like to schedule some interviews if possible. If offered a position I will move within 2 weeks and will stay with family until I can get my own place.
When is the best time to look? I'm going June 6th to June 11th. How do I explain my situation with living in another state? I'm looking for work here now and will move back when/if I get an offer. I will be able to come back on short notice if need be, but I'd like two weeks. How do you go about asking if they can do a Skype interview? Or is that not okay to ask?

Trying to schedule interviews in a 1 week window 3 months from now is going to be difficult, if not impossible, unless you have some unique and highly sought after skills. Just come up with a plan to get there as fast as possible to go on interviews. Can you take a sick day now if you get contacted for an interview? Should be a short flight.
Also, get a local (to where you want to move) Google Voice number. Use an address from home if you have friends/family there still. Explain in your cover letters that you are relocating back to X to be near family and where you grew up.
Your best bet is to probably just move home without a job lined up if you can afford it and have someone to stay with while you locate a job.

I was thinking more of looking as it gets closer. Lile 2 weeks out and scheduling interviews for the week im there. I definitely can use a family member's address, but my last position will have an IL address. So ill still have to explain some way. My last resort is to move back home with no job. I want to avoid that as much as i can.

Give it a try but just understand that timing may be impossible. It can takes weeks/months for them to let you know they want to set up an interview or they could call same day and want you to come in tomorrow.

I'd sign up with the temp agencies to have some cash coming in and then this will give you a base to be looking from.
