My team hasn't been delivering. In my opinion, it's not because we are overloaded with work, but because my manager creates chaos. My manager went to the business and said we need additional resources to finish the project and apparently has been granted the budget to hire them. I'm not unhappy only because of additional team members I have to compete with and the fact that our team will probably now get split into two teams, but beacuse I know more team members will just create more chaos and then our team(s) will look even worse for not finish the projects.

Why is your team competing with itself? That alone will create chaos.
