It all depends on your definition of "nearly".
New York lies at 40.7 N.
Madrid lies at 40.4 N, therefore 0.3 degrees of latitude (about 21 miles) south of NYC.
Istanbul lies at 41.0 N, therefore 0.3 degrees of latitude (about 21 miles) north of NYC.
Rome lies at 41.9 N, therefore 1.2 degrees of latitude (about 83 miles) north of NYC.

Israel is incorrect. Neither of the 3 seas it borders are considered oceans - Meditteranean, Dead and Red - none of those are oceans.

No, Israel is correct. The Mediterranean is an inlet of the Atlantic Ocean, and the Red Sea is an inlet of the Indian Ocean.
