USA is probably the best at having handicapped access to public facilities, thanks to Federal law (the Americans with Disabilities Act). The Washington Post newspaper, travel section, a couple of Sundays ago, had a lengthy article about how various European cities are very handicapped- and wheelchair-unfriendly, concerning access to public transportation, restaurants, bars, and other facilities (partly because European buildings on average are so much older than American buildings, and hard to modify).
