Which cities outside of Western Europe or the U.S. have the best public transportation where you could get around the city effectively without a personal vehicle? Thanks in advance for any replies.

Most of Central and East Europe has good public transportation system.
Also:
Hong Kong, Seoul, Singapore, Tokyo, Guangzhou (China), Moscow, Dubai, Taipei, Beijing, Shanghai ...

In addition to the ones listed, Delhi also somehow popped out with a pretty massive system in recent years and multiple cities of the countries listed have subway systems that are fairly large and extensive for their sizes (which can be pretty huge) such as Osaka, Busan, Shenzhen, and St. Petersburg. Also add in Tehran. For Canada, probably Montreal and Vancouver. Toronto has a decent one and in some metrics larger than Montreal's, but Toronto is also a significantly larger metro so it's arguable.

I agree that Delhi's was a complete surprise. It even has AC and some of the cars are amongst the cleanest and nicest I've seen anywhere else. However, Toronto's is absolutely awful for its size. It has, if I recall, 4 lines and a couple are very short. It's woefully inadequate and I think despite maybe having less track length in technical terms, Montreal's seems much more thorough.

East Asian metro systems are generally really good,the efficiency is high,much cleaner,and much safer.Now I am staying in Paris,I find Taipei's metro system to be 1 billion times better.The one in Paris,while extensive,is just so user-unfriendly.

Melbourne, Australia has the highest tramway system in the world so yeah..

Shanghai, Tokyo, Beijing etc..

Well I DID mention the East Asian metro systems,and compared the one in Taipei with the one in Paris.
