What city do you think has the best natural setting (geography) in the world? I am thinking here of large cities with a large population base.

Constantine, Algeria (pop 1 million), a hilltop city with ravines running through it and absolutely riddled with tunnels, natural arches, bridges and cable cars.

All are beautiful, but in terms of how the natural environment forms a BACKDROP for the city, it'd be out of Hong Kong, Cape Town, Sydney, Vancouver and Rio.
