These countries in fact are much more troubled with internal issues, I don't think they have ever a reason for starting a war. Ethiopia is more likely to engage in a war with Eritrea than with Kenya.
ETHIOPIA has had a huge army for decades. They were at war with Eritrea for decades as well, and had a ton of money from both RUSSIA and the U.S., back during the Cold War years. All of that money went to the military as well.
That being said, Ethiopia has other issues - i.e. ocean access as its landlocked. It also is half-surrounded by Islamic countries, when it wants to protect and support its unique Orthodox Christian history.
I'd see Kenya as the absolute LAST of its neighbors it would even consider going to war with.
You can't even predict who would win a war, USA vs. Vietnam.
In most wars, one side has more to lose than the other, which shifts the determination to "win" to one side of the other, which will be reflected by the outcome.
The US got involved in wars against places like Lebanon and Somalia, but had nothing to lose, so just declared victory and went home as soon as a soldier got hurt. And continued to teach school children that the US never lost a war.
