I would personally say Latin America because even though the population is genetically less European, culturally and in terms of lifestyle it seems more like Europe. It's more traditional, socialist, soccer-loving and the built forms and general lifestyle of Latin America seem more like Europe than the US and Canada do. With that said the religious fervor and embrace of fast food is something that Latin America shares with the US and Canada, as well as the pluralist nature of the population.
There is nothing like "European". Europe has five main blocs of culture - Spain/Italy/Portugal, France, Eastern Europe, the Germanic countries, and the U.K. So the question itself is null and void.

I'd say that generally Canada is somewhat halfway between US and Europe as "society model", then in terms of culture it varies a lot.
Most of South America and Central America are mainly Spanish in culture and customs, only notable are Brazil( which is Portuguese with important other ethnic groups) and Argentina, which is mainly Spanish and Italian.
In the US you have several kind of influences among which I'd count as "capital": Hispanic, British (or Anglo-Saxon), German, Italian, African-American, just to name some.

Are you kidding? Did you pull that from the bottom of a crackerjack box? Have you lived on all three continents for a significant period of time (at least five years each)?
Anyway, in terms of corporate structure (big business, big government, big military), US/Canada-Europe.
In terms of effective quality of governance and effective social results (but not structure), Latin America-Eastern Europe.
In terms of vague, stereotypical fluff like lifestyle and tradition, one would have to analyze it pocket by pocket, and even then it would be very difficult to measure.
I'll concede football, though, no doubt bout that.

Anyway, Canada is the most European. It could very well join the EU tbqh.
