Yeah, sounded weird first, but they take in count also other measures, like the competitiviness of the city, QOL, social character, financial maturity, justice system, corruption, politics and so on.
So say well I transfer my 500k company just for fun, I think I would choose Dublin above Beijing too.

The above 7 cities don't really register with me as places of international business or economic strength.
You do realize L.A, a megacity with a mega economy and the second largest city in the worlds largest economy, Toronto (anchoring the Greater Toronto Area home to the worlds 9th largest Stock exchange) and S.F (anchoring the bay area and all its tech wonders - heard of google, apple, oracle for example?) all have larger nominal gdp's than Hong Kong, Singapore, Beijing and Sydney for example.. They are also ranked by Gawc as Alpha class world cities so yes they are international places of business and economic strength.
Hahahahahaha Dublin and Helsinki more powerful than San Fran, Moscow, Beijing and Shanghai.

Economically, Dublin certainly is ahead of all those places. It provides the "double irish arrangement" to the world's corporations. Apple, Google, Starbucks, Microsoft, Oracle, GE, Facebook, Adobe, Johnson and Johnson, IBM, Pfizer , etc all have their IP assets owned by Irish shell companies so they don't have to pay taxes.

Companies based in LA own the licensing rights to almost all globally popular films and television. Reruns of Seinfeld and Friends alone have generated billions of dollars. Beyond that, it's just a mega city with a very large economy in and of itself.
Dublin provides a tax haven for the world's biggest companies.
Oslo controls trillions of dollars worth of oil assets and norway's soverign wealth fund.
SF is home to 3rd highest percentage of millionaires in the USA, is a current tech center and has always been a financial city filled with rich people.
