My Thai girlfriend says that a country must be rich to be safe, i didn't (want to) agree with her but at the same time the only non-rich safe countries i could think of were Nepal and Bhutan.
What do you guys think? Is it possible for non-rich countries to be safe?

Which mainland Countries with a GDP (PPP) per capita below $20.000 would you call safe?

Talking about safety for everyone incl. gays, lesbians, transgenders, atheists, christians, buddhists, hindus, jews, different races/nationalities etc. etc.
That excludes the Islamic nations i guess.

Uruguay comes into mind. Can't really say anything more, quite uncertain on this.

The USA has a high GDP per capita, but if you recalculate the GDP after removing from the equation the 400 ultra rich billionaires that own 50% of the U.S. wealth the GDP per capita falls below $27,000.

The USA is one of the safest non-rich countries.

Other safe non-rich countries are Bahamas, Portugal, New Zealand, Finland (Post Nokia era), Uruguay, and Argentina.

I was thinking Uruguay too. It's actually a progressive paradise. They have an atheist president. It's one of the very few Latin American nations with legal abortion. Pot is totally legal, as is same-sex marriage. They also give free laptops for every student. Not to mention the country's great beaches, cafes, and Italian food.

Otherwise, Costa Rica, Bhutan, Croatia, and Estonia come to mind.

Portugal is barely disqualified by the OP's criteria. Their per capita GDP is $20,188.

Since the hostilities ended in 1995, there remain an estimated 90,000 landmines in Croatia

Estonia has a GDP (PPP) per capita of $23k, ranks somewhere around #45 richest countries in the world, not bad out of almost 200 countries.
