My Thai girlfriend says that a country must be rich to be safe, i didn't (want to) agree with her but at the same time the only non-rich safe countries i could think of were Nepal and Bhutan.
What do you guys think? Is it possible for non-rich countries to be safe?
Which mainlandCountries with a GDP (PPP) per capita below $20.000 would you call safe?
Talking about safety for everyone incl. gays, lesbians, transgenders, atheists, christians, buddhists, hindus, jews, different races/nationalities etc. etc.
That excludes the Islamic nations i guess.
"Their prisons are rated among the worst in regards of any respect for human rights. “Human rights are ‘systematically violated’ in Uruguayan prisons due to the degrading conditions and overcrowding in which the inmates live, according to a recent report published by the United Nations. Despite being one of the countries in the region with the lowest crime rates, Uruguay has one of the highest rates in the world of people behind bars"

The USA has a high GDP per capita, but if you recalculate the GDP after removing from the equation the 400 ultra rich billionaires that own 50% of the U.S. wealth the GDP per capita falls below $27,000.
The USA is one of the safest non-rich countries.
Other safe non-rich countries are Bahamas, Portugal, New Zealand, Finland (Post Nokia era), Uruguay, and Argentina.
I was thinking Uruguay too. It's actually a progressive paradise. They have an atheist president. It's one of the very few Latin American nations with legal abortion. Pot is totally legal, as is same-sex marriage. They also give free laptops for every student. Not to mention the country's great beaches, cafes, and Italian food.
Otherwise, Costa Rica, Bhutan, Croatia, and Estonia come to mind.
Portugal is barely disqualified by the OP's criteria. Their per capita GDP is $20,188.
"Estonia received more foreign investment per capita in the second half of the 1990s than any other country in Central and Eastern Europe. Estonia has been fast catching up with the EU-15, having grown GDP per capita from 34.8% of the EU-15 average in 1996 to 65% in 2007, similar to Central Europe. Estonia is already rated a high income country by the World Bank. The Estonian economic miracle has been termed a Baltic Tiger."
