Barcelona. I know Catalonia is not Spain Spain. But I love Spain. Madrid is my favorite city on earth. So I'd rather at least be in the country. Barcelona is Spanish enough I'd still be happy. Great nightlife, beautiful city, amazing food, one of the best metro systems for its size in the world probably. And, of course, being ON the Mediterranean never hurts lol.
I love Philly. Probably my favorite American city. But second would have to be Milan just because I would probably live anywhere in Europe over anywhere in the US, even though I'm not the biggest fan of Milan. I'd probably still be happier living in Milan knowing I was in Europe. And Milan goes above Manchester just because I'm a fan of Southern Europe over Northern Europe. Just more my vibe.
So...
Barcelona>Milan>Manchester>Philly.
Not to say I dislike Philly lol. It's painful putting it last in any ranking since it's my favorite US city.
Rome. Maybe I should go back and give another city a chance, but I don't feel like it to tell you the truth.
I worked REALLY hard to save up for that trip and not only were we treated poorly by more than one person, we were ripped off at the Vatican, and it was by Italians. I've been to so many other countries where the people are very kind and welcoming, why would I go back there with my hard earned money to be treated poorly again? I would have to be stupid to tell you the truth.

The problem with Rome is they KNOW tourists are going to go there. Especially by/near the Vatican. Same with Times Square and Hollywood. If you spend most of your time near the tourists areas, you won't have a good time. Rome is a large city and it's easy to avoid tourist places. I would strongly suggest, if you want to give Italy a second chance, to visit less-visited towns. Specifically, Naples and Bologna. Venice is also very touristy, as is Florence. Milan does not have the friendliest citizens either.
Personally, I did not enjoy Paris. But I'm willing to give France a second chance and visit southern France, which everyone says is very different from Paris. Both Italy and France are absolutely beautiful countries packed with culture and things to see, so we should both give them a second chance...just my opinion lol.
I don't honestly love Barcelona. It's a nice city. But not one of my favorites. I just enjoy Spain as a country overall. It's my favorite country on earth. So if I have to live in Barcelona to be in the country I love, it's definitely not the worst place to be haha. Far from it.

I see your point and have thought about it. But I also live in a city that has TONS of tourists and would never treat a visitor that poorly. Maybe if I get invited I would return. In the meantime, there are places like Spain and Portugal that I would love returning to.
