Maybe Cambridge, MA. It has both Harvard and MIT, and offices for Google, Amazon etc. And it is relatively small.

Smartest as the percentage of each city’s population that has obtained a higher education qualification, and how its universities perform in the Times Higher Education World University Rankings?
London and Paris, following by Los Angeles.

BTW: More than half of Russian adults held tertiary degrees in 2012 — the equivalent of college degree in the United States — more than in any other country reviewed. Meanwhile, less than 4% of Chinese adults had tertiary qualifications in 2012, less than in any other country.
