Probably somewhere in the southern hemisphere. Any big city in New Zealand or Chile is going to be safe from terrorism at least for now. Perth and Adelaide would be safe too considering how isolated they are

Warszawa too I imagine. Poland is one of the most promising countries in Europe atm, and hopefully it will reach the development level of Western Europe soon

Tokyo. The Japanese are smarter than us, they take a pretty hard line on Muslim immigration, and closely monitor Mosques in order to prevent extremism.
